CMS defines state long-term care rebalancing
as achieving “a more equitable balance
between the proportion of total Medicaid
long-term support expenditures used for
institutional services (i.e., Nursing Facilities
and Intermediate Care Facilities for the
Mentally Retarded) and those used for
community-based supports under its State Plan
and waiver options.”
SJR84 creates the Long Term
Care Rebalancing Advisory Subcommittee.
The overall purpose of this Committee is to
develop a vision for a better, more responsive
long-term care system and the policies to
promote the new system.
