Public Comment Sought for Home and Community Based Service Waiver Statewide Transition Plan

The Alabama Medicaid Agency is seeking public comment on its submission of a Statewide Transition Plan for Alabama Home and Community-Based Waiver programs. The Statewide Transition Plan is the vehicle through which states determine their compliance with the regulation requirements for home and community based waiver programs and describes to CMS how they will comply with the new requirements. The Centers for Medicare and Medicaid (CMS) final rule requires that all HCBS waiver programs meet certain qualifications. These include:

• The setting is integrated in and supports full access to the greater community;
• Is selected by the individual from among setting options;
• Ensures individual rights of privacy, dignity and respect, and freedom from coercion and restraint;
• Optimizes autonomy and independence in making life choices; and
• Facilitates choice regarding services and who provides them.

In summary, the Statewide Transition Plan is designed to ensure that individuals receiving long-term services and supports through home and community-based service waiver programs have full access to benefits of community living and the opportunity to receive services in the most integrated setting that is appropriate. The comment period is open from February13 until March 14, 2015.
