Federal regulations allow Medicaid to pay health insurance premiums for individuals who have high-cost medical conditions when determined cost effective. Individuals in this program include (but are not limited to) pregnant women, cancer and HIV patients, and low birth weight/pre-term infants. The Alabama HIPP Program is designed to save money for Medicaid families with high health care costs by eliminating most out-of-pocket medical expenses for qualifying Medicaid recipients. The program also helps Medicaid recipients by reimbursing a policyholder for the cost of health insurance provided by an employer or COBRA. With HIPP, Alabama Medicaid recipients not only keep their Medicaid coverage, but they continue to receive benefits of their group health insurance.
