Health Network (ACHN)
DHCP Selection Referral Process
Effective July 1, 2021, The Medicaid Agency will
reinstate the Delivering Healthcare Professional (DHCP) Selection Referral
requirement from the Alabama Coordinated Health Network (ACHN). All maternity
care visits beginning July 1, 2021, must have a DHCP selection referral number
from the ACHN to receive payment from Medicaid. Although DHCPs will already
have the ACHN’s NPI number, it is the responsibility of the DHCP to ensure a
referral is in the medical record and contact has been made with the ACHN. This
ensures collaborative communication between the DHCP and the ACHN for quality
health outcomes.
Exception: Medicaid recipients who are not assigned to
an ACHN on the date of service will not require a DHCP Selection Referral from
the ACHN for reimbursement.
You may identify the Medicaid
recipient’s assigned ACHN by verifying the recipient’s eligibility via the
secure web portal or the Automatic Voice Response System (AVRS).
In preparation of the upcoming DHCP Selection Referral
reinstatement, the Agency will conduct a webinar on June 9, 2021 at noon. The
purpose of the webinar is to provide education on the DHCP Selection Referral
reinstatement, maternity billing, and sterilization claims. We strongly
encourage all DHCPs to attend the webinar. Webinar login information is posted on

Note:
During the COVID-19 emergency, it is important to file claims as quickly as
possible to ensure payment from Medicaid is made to Medicaid providers close to
the date of service. The Centers for Medicare and Medicaid Services has
increased the federal matching percentage for the emergency time frame, but
states can only receive the increased match on claims that are paid during the
emergency.
